In the Globe and Mail (or maybe the Herald) in Calgary last Friday, the insert was a glossy 8"x11" copy of the Mining Stock Report (2 double sided pages): http://www.miningstockreport.com/151/mining-stock-report-initiates/ . I thought it read well and looked professional.
I agree that it looks like a promotional push using a new method. Since there would be considerable expense associated with this, I would agree that it might be part of something bigger.
I'm a little confused though as to why we need more promotion now? I would think the results will speak for themselves and be SLI's best (or worst) promotion.
