On this occasion, my votes would have been in favour of the proposed resolutions, so the outcome from the proxy vote will be the same.

However, this may not be the same for all shareholders resident in the UK and elsewhere, so some clarification on this situation would be helpful.

I have asked my broker to explain why they were unable to submit my votes to the companies registrar. Hopefully they will provide an answer which I will post it hear as soon as it is received.
