I've just received the response from my broker explaining why I am unable to vote:
Your holding in St Elias Mines is held in the form of a CREST Depository Interest (CDI). A CDI is generally issued against foreign companies and is an electronic reflection of the underlying security held in the country of origin. The CDI is held because the underlying security cannot be held though Euroclear UK & Ireland directly as the company has not applied to be directly registered in the UK.
“Euroclear UK & Ireland”, the Central Securities Depository of the UK, Ireland, Jersey, Guernsey and the Isle of Man, provides us with a custody service. Most holdings are held in the form of ordinary shares where ‘Share Nominees Ltd’, ie ourselves, appears on the share register which means that we can lodge votes ourselves. In respect to CDIs, Share Nominees Ltd holds the CDI’s however the underlying holdings are held by Euroclear UK & Ireland and therefore it is their name which appears on the share register on the company. Euroclear provides very limited voting arrangements and therefore we are unable to lodge your vote through them for this particular foreign company.
