It says in the circular that Lori will march right over to the court house first thing tomorrow morning to register/validate the arrangement of Havillah, if approved by voters. She is not wasting any time on this, and Havillah will start trading around Nov 28th.

As Hog mentioned, maybe she was waiting to get this out of the way before releasing significant news?
