I dont' think thats quite correct.

I have alot of shares in a Cash account and have been informed by my bank that I cant just transfer them to a TFSA. I would have to sell them at Market Price, pay the Capital Gains and then buy them back from within a TFSA.

Although this might be worth it, I don't have the cash sitting around to pay the Capital Gains so cant do it!

I would be interested to know which institute let you do this?
