I am quite confident in saying that there are strict rules set forth by regulators regarding the process of collecting, assaying and releasing material results in a timely manner...and these rules are set forth by regulators and must be adhered to and not used simply as guidelines by mining companies.
If material information is known and in the hands of insiders they must be released in a timely fashion in the order in which they are collected. Yes there are methods to delay the release of results (balckouts, trading halts, likely other methods) however to release only partial known results in a prejudicial order would be illegal and manipulative.
...let me put forth a scenario to illustrate further what would happen if that were legal. ( I AM NOT SAYING THAT THIS HAS HAPPENED OR IS HAPPENING)
I would drill 20 holes...10 in the most likely high grade zone (hypothetically the centre of the anomoly)...the other 10 I would drill in known deadspots that would almost certainly return nil results. Lets assume now I have in my possession 10 holes that point to a profitable mine and 10 holes that point to a cow pasture. Now I would put out a news release of the 10 blank holes and not reveal the locations and watch the SP drop from 2.00 to pennies. I would then buy up the shares until my bag was full...then release the other positive results and watch the SP pop up again for a significant profit.
While this is an extreme hypothetical situation...if companies were allowed to dictate the amount, timing and order of known material information being released...insider manipulation would be rampant throughout the mining industry.
