"The final objective is to obtain the quantitative information required for the quantitative evaluation of the deposit in a formal feasibility study; the objective is a production decision that leads to a profitable operation."
With regards to what you posted about bulk sampling, Longball, I believe these would be the steps taken after a deposit has been defined by drilling. The purpose is to do metalogical tests to determine recovery rates and such, which would be included in a feasibility study. The feasiblity study takes into account variables like cost of infrastructure and the cost to mine at particular depths vs recoverable grade in order to determine if a deposit is feasible to mine. Like it says, it's "the final objective". This is what you do after you define a deposit in order to de-risk the project and turn your resource into reserves.
The problem is SLI hasn't defined a deposit yet. And while it's possible they can bulk sample at profit until the cows come home, bulk sampling will not define a deposit.
