PP vs Rights

Would it be feasible to have a rights offering instead of a private placement? This way, if the existing shareholders are feeling that the price has been forced down to give insiders a PP at a low price, everyone would have a chance to pick up cheap shares based on their existing shareholdings. Just a thought. Not to say that the in siders would consider it though.
