I like this quote from this article; "“National Division will focus its expertise in sensitive, high-risk investigations into significant threats to Canada’s political, economic and social integrity,” the RCMP states."

http://www.theglobeandmail.com/news/politics/rcmp-launches-new-unit-to-investigate-corruption-in-federal-government/article12274364/

I would put emphasis on the "social integrity" part as perhaps reference to our case. When we consider all the aspects of our case that may affect "social integrity", there may be a place for an investigation into why the protection portrayed by our governments may not have been enforced in our case, when such laws suggest they are very well enforcable and take priority over acts that may seem a danger to "society integrity" as well as the aspect, integrity of the markets.

It is suggested of how not become a victim, and perhaps one of the suggestions involve being proactive in your investment when concern may arise. When shareholders decide to be proactive, they expect the written laws to be enforced or even utilized by those appointed to help and protect. When this doesn,t materialize, many questions are asked of those that are voted by the people to be responsible and accountable to the public. There are oaths of office involved here, to uphold the constitutional democracy and ensure that goverance is controlled and even directed under such Acts. To ignore a publics cry for help, could very well be considered negligence, and it is punishable by law.
