Here is a copy of a letter sent to regulators.

Dear Investigative Units of the BCSC,ASC,OSC, IIROC and CSA.

This is not the first time this request has been made of your department, the BCSC, and similar Agencies. As a result of non action, I request yet again to employ your discretionary prowess in the St Elias Mines Ltd, (SLI-V) matter and enforce the NI 43-101 applicable rules. Two rules blatantly broken for over two years without remedy are as follows.

From the Document description; Order for BCN 2011/16, which amends and updates NI 43-101, and which came into effect June 30th 2011.

Rule number Part 3, 3.3, subsections 1 and 2,

These rules are broken and detrimental to the security of investors in such a way that the "azimuths" for the entire drill program of 2012 have not been released to investors as well as the material particulars of an extensive trenching program of several Kilometers. Without this valuable information and because of past non action by your department and other regulatory bodies , of not assuring investors received this information in a timely fashion, you have placed investors of SLI in a damaging state of jeopardy.

Also under 4.2 (1) This issuer has not filed an updated technical report on the Tesoro property since an appreciable drill program of ~12,000 meters and an extensive trenching program of several kilometers has been executed in 2011/2012

There is definitely no excuse for your negligence in not enforcing simple policy required by law and it is totally unacceptable should your future actions, if any, do not employ your full prowess including removing management and replacing them with management that 91% of the voted shares supported in Jan 2013.

There is also testimony to the effect of stock price manipulation related to the wash trading and stock price collapse of Jan 2012 in this stock. In this matter, I request that the RO for the TSX-V be revoked as a result of their non execution of their regulatory obligation, namely the neglect of their self governing regulator, IIROC.

This letter is documented and may complement legal proceedings in the future on part of SLI investors.

I further request names and positions of all staff related to the viewing and execution of this request. I further suggest that all personel knowledgeable of the SLI matter to consult legal advice to fully understand their obligations under Contractual Law, Statute Law and as well, Common Law.

Thank You

WITHOUT PREJUDICE

Sincerely,

RICHARD JEWERS
