It appears from the information I have obtained from the INGEMMET website, that as of June 18, 2015, the penalties and vigentes for 2014 HAVE been paid. This includes the Chance 1, Chance G, Vilcoro 1 and Vilcoro 2. Below is the information on the Chance 1.

At the bottom of the page, you will see that the payment was made on June 18. (I tried highlighting it by underlining the payment)
