I can see where the confusion on that may be. I have been following the INGEMMET site since last year when she put out the news release stating that they were unable to pay the vigencia,
It is my understanding that you are allowed to go 2 years without paying, following that, they lapse or become extinguished. Last year, it was showing non payment for 2013 and 2014. Then when she put out the NR saying "actually" some of them were paid, I checked it out and it showed 2013 was paid for. So it appears that when a payment is made, it is applied to the most overdue vigencia. If payment was made for both years, then it would show as being up to date. As it stands now, 2015 in not paid for, but we are still in good standing as we are allowed to go for 2 years non-payment.
I hope I explained this clearly enough.
One other interesting note, last years vigencia was paid through BCP, with is the Banco de Credit Peru. This years payment was made through BWS, the Bank of Nova Scotia, which I believe is the bank that Minera Santa Elisa deals with. It's odd that last years was paid out of a different institution.
