It will not work without transparency regarding all that surrounds the tesoro fiasco first in my opinion. Even then its a long shot, however that act of good faith could work wonders I think. Problem is, I believe the scenario is exactly what so many believe it is, so unless the hand is forced I don't think anything is going to change anytime soon. My question is this. Is the hand about to be forced? Is that where this perceived sudden interest in trading again is coming from? Something's changed imo.
