IIROC is not regulated by the Industry, it is self-regulating. IIROC regulates the Industry (Dealers and Advisors). They are arms-length. 

IIROC is independent of the CSA in its activities,  (the provincial Securities Commissions) however its activities are overseen by the CSA.
