You are obviously an expert in this field and have lots of experience (just taking your word for it).

So you should know what the standards are in the field.

However it seems that the common sense of it is that if you do not have to fly a crew from wherever to RoF it should same someone some money.

Now who gets the benefit of this savings is another matter.

However it is my understanding that there is a savings if you can get a crew that is already there after it finishes another job.

Also HOOV is correct. UC has a long history with Billiken that is providing the crew/drill and is likely in a good position to make deals that many others would be unable to make.

I have a hard time understanding why this is such a contentious issue.
