Capacity and inventory are of equal importance, in my opinion.
One must meet the initial delivery requirement with a minimum amount of product. When one starts at zero, a month or two of production is required to generate enough product, even for an initial delivery. In addition, there is always ``Murphy`s Law`` and if something stops, even for a couple of days, there must be inventory enough to keep the pipeline full.
Though I agree that capacity is critical, and must be proven to generate sales, I believe it is not by itself sufficient to guarantee uninterrupted delivery. One must demonstrate reliable capacity, sufficient to meet the customer`s demand, but must also have adequate inventory in the event that something goes wrong.
It is my opinion that we are in a period where capacity is being proven and improved, and where inventory is being accumulated in order to meet sales requirements. I believe that when capacity AND inventory reach market-determined thresholds, we will have announcements of significant contracts and sales.
