Funding for start-up?

Are these guys going to be able to anti-up the $150+ million required to start production?
So far this has been a mainly necessary seven year paperwork exercise but I wonder what provision they made for this funding in the past and in the light of the current market situation; unlikely to improve in the near future; whether those provisions stand good.
