I think your probably right in your assumptions. Head Office was trying the product out and if all goes well, they'll introduce it into their central distribution centre where it becomes available to the individually owned and operated stores to purchase from. It still sounds like a good idea to approach the stores and by requesting it, it creates the need and store managers will order it.
It might be possible to target stores in each city so the manager has a large number of requests and will see the demand for the product.
Pick a central store in each city, then have the investors go and request. You might want to mention you saw it at London Drugs. Nothing like starting a war with the competition to get them moving.
