My opnion is that this is how traders, shorters and penny flippers control the price. They don't want it to move too much higher so they will "hit" the bids to drive the price slightly lower. They are trading with each other and I suspect they are trading to themselves on different broker accounts. This is how they get a few tens of thousands of shares from the retail investor who is fed up with the price stagnation and may bail on Allana for greener pastures.
