As I recall the CFTC raises or lowers margin requirements on contracts for

1.  They feel there is excess speculation

OR

2.  The underlying value of the contract has changed either up or down

In the current case of gold,  I feel an upward revision just reflects the increased value of 100 oz of gold.  The price has come a long way!

I wonder if the CFTC made any comment with their announcement?
