you know why it can come fast.... because they won't take the risk of the law to be drafted and announced... if these things resolves quickly... they will be stuck...
And for them, it's minimal risk... let say the law is positive (like many of us think it will be, I mean that we will keep FDN at least) it means the SP will shoot up back to over 9$ at least... so they will have bought a truckload of shares at 4,10... if their hostile offer is refused... and they will then be holding, or be able to sell the shares at great profit...
