My thought is that the mining law is, as Correa has called for, a framework to "responsible" mining.
As we have seen the referendum polls show it could be close ( I don't think it will be, one thing I have learned over the past two years is Ecudorians like to be on the winning side of a vote- momentum is clearing on the yes vote...)
Question is how many people in the country are pro mining versus against it? Given that there are no real mines in operation my guess is that there probably aren't much more than 5000 people working in the mining industry presently. My guess is there may be up to 250,000 indigineous and NGO types that could be rallied up against mining.
So I think he holds back the law so as to not stir up anything, then when nobody can do anything he rolls it out...
My theory anyway. That is why we need another bid as another bid will push the deadline into early October and surely we will have the mining law by then.
