All the delays you are supporting based on your years long "things take longer than expected" mantra are not helpful - time actually does matter.

Supporting delays? LOL.  Of course time matters.  They pushed out the start of the clinical trial for 001 and then did it again and then removed it entirely.  I'm majorly unhappy about that.  001 is the low hanging fruit and the one way ticket to big bucks in my pockets.    

But I have no evidence that it's because management is inept.  I suppose I could assume it as you seem to be doing.  I have no doubt they are trying their best to do a deal for 001.  I don't know why they can't get there.  Lack of interest from big pharma?  Big pharma want's deal terms that management just can't accept?  I don't know.  But I would never just conclude management is inept with no evidence that is what has prevented a deal.
