Why don't you look into openning an investment account with a Canadian Bank..I trade with RBC Action Direct and trades cost 9.95. If you have more than $250k or make more than 30 trades in a 3 month period you also get LEVEL2 ...

I'm sure a foreign citizen can open an account.
