Today's Globe and Mail has an article on Mexican oil production over the last 4 years it has fallen from 2,100,000 bbl/day to 500,000 bbl/day.

No doubt MICHAEL LYNCH is confident that these barrels are being replaced by $30/bbl oil from the tar sands.
