I don't know what the barriers to entry might be such as immigration, certifications, etc., but there certainly is no shortage of labor in North America with the U.S at over 9% unemployment and with several percentage points higher than that of underemployment. I don't know, but I suspect the same situation exists in some of the more developed regions in Canada, closer to the US border.
What I am saying is that any labor shortage that might exist is purely due to various kinds of bureaucratic hurdles. Obviously, there are those who prefer not to live in a colder non-urban enviornment, and many who won't leave family and friends, but there are literally millions who would go there for a good job.
