The Chinese are different, being a communist country, their Gov't bodies shop for billions of people. They consume and need to lock up all kinds of metals now and for the future. They dont want to be held hostages to high metal prices when they enter the markets to buy. So they just buy the resource, it wont stop.

They can shop alone but it seems they prefer to have local partners, guaranty a portion of the resouce for their own use and provide a lot of Money to get it done.
