This could be done by Teck in a matter of months, if not weeks. All they have to do is pay out construction advances and, or equipment purchases for around 290 million and they have operational control.

Not really that woudl be to easy, I asked and Teck has various restrictions on the way they spend to get their earn in. They must spend to get the mine operational...they would start with the roads..
