Yes, you are bang on with that Chappy. It makes a certain amount of sense as you can't trust that other political entities have your best interest in mind - they have their own in mind! Many wax eloquent about open borders for free trade, yet politically these same nations are at odds with each other so there is a conflict.
As many have pointed out, how this relates to the Fox is that we are in a very safe jurisdiction in the world. By 'safe', I mean the provincial and federal governments are pro-mining, the govts already get a nice chunk through various taxes, minimum wages and high health/safety standards means less volatility around striking workers who are mired in poverty, face unsafe conditions and get really upset over big companies who make billions yet pay them a pittance.
Playing nice and spreading a bit more of the wealth around means that all stakeholders, including shareholders, can make some good money. What is not to like about a CUU where there are minimal environmental issues and everyone is going to make a nice chunk, especially the operators 5-10 years down the road through a rather clean mining operation?
The Fox is a good, safe bet, even is some of the big upside has already been realized for those who got in at optimal times.
