I'm pretty sure datas and preliminary work is flowing between CUU and TCK but I am sure they have not shown their colors yet. If I remember well from past communications with Elmer shared by others they really had no clue about TCK's intentions. They also mentionned about 1 month ago that they were working on finding an external negociator. So I guess official negociation Round 1 begins on the day the FS is out... jmho
