The -$0.04 / lb is almost certainly still based on the PFS numbers. Without an official news release BMO would not have access to FS numbers. BMO likely used similar input parameters to provide a fair comparison between multiple different companies. For example, it's unfair to compare production costs of a company that uses $1600/oz gold with one that uses $1000/oz gold. BMO just levelled the playing field and recalculated the PFS production cost as -$0.04/lb.
That being said, I doubt Copper Fox would include these numbers in their presentation if they were not close to their actual feasibility numbers. A good sign indeed.
