Not saying I agree with the premise that the deal is done (there are some signals that seem to be pointing that way, but I'll wait for the news release before I jump to conclusions), but Elmer couldn't simply announce at the AGM that a deal is about to be concluded. He has to play along based on what is publicly known. That said, I wouldn't have said 2-3 weeks, if he was bluffing, I would have given a longer time frame to avoid the disappointment that would ensue when news didn't come on time.
