They may want to average down, but a lot of times (most prudent investors) will only allocate a certain percentage to a stock, or a certain amount in dollar terms. They may have hit that and don't want to increase the risk by purchasing more. Then there's the fact they wouldn't actually be able to buy at a reasonable level anyway to increase their holdings even if they wanted to. Look at the volume. Under 100k. If you were the entire volume and you already have 7 million (that's what I hear, don't know the actual amount) you would send the price rocketing and not be able to accumulate a fraction of a %, so there's no point trying. There's also the possibility they don't know how long their money will be tied up and don't like the delays. They don't want to throw "good money after bad" and tie it up since realistically we don't actually know when the BFS will come and you may want to hold on to cash with things like the fiscal cliff, europe etc. There's also the speculation they were the ones selling under anon and it was orchestrated by Teck. I don't know which one or claim to know why, but there's plenty of reasons for one to not buy any more - and that goes for Stifel or anyone else.
Different people have different reasons for investing and different stratagies and different risk profiles and different time frames. A lot of reasons to buy, and to not buy - just depends on the situation.
