I think you took that out of context. I believe the control issue us not a puppetier but persons doing the reviews. While the BFS is being reviewed by 2 parties the release is out of Elmers control. Also Elmer is not going through the motions as head of CUU , he is the head and is fully in control, he has been for years and will until Copper Fox is no more.
