Yes you are right. The filing on SEDAR does not start the Teck clock. The Agreement clearly says that to start the clock, CUU has to send Teck a "Feasibility Notice" together with the BFS.

As long as CUU doesn't perform those two things, the Teck clock does not start. The delay in starting clock, from lack of info, appears to be deliberate; and is causing much undue anxiety and frustration with the retails. The lack of transparency is unforgivable! JMO
