It is probably not realistic to extrapolate any value conclusions based on the small fraction of trading shares

Obviously these traders are simply frisbeeing what is available

It may be that certain deep pocket interests are keen on suppressing the market price, in hopes of gaining an advantage when constructive news is finally released

That would be quite simple and cheap to do
