After reading Chappy's email, I think what he says does make a lot of sense. This could very well be just a simple meeting to address the local stakeholders. In a sense, I think they would need this type of information in order to forecast the crews they would hire for the summer. That would explain why they're here in March, and then they could relay the same type of information in Terrace during the April gathering (Minerals North).
