Yup. Even if it's sent with high importance and a read reciept. I'll even get the read reciept, meaning they've looked at it and skimmed/read it. Still no response, even if it's weeks later and an E-mail reminder about something previously asked. Even if I say something like "If you're unable to answer my questions, please let me know that is the case." Still no response. Calling is the only way and even that doesn't always work.
