Well it does say road building is an expenditure, and they are getting an environmental permit for that separately so they could work on that--whatever that costs. Plus they could pay the Hydro study.

If you think about it, they might not even be able to earn back 20% if the terms of this Agreement were strictly adhered to. They would run out of things to spend money on, unless they started drilling up everything.
