I do blame them but who was it that signed the contract with Teck that was void of any timelines, guidelines or anything else? Years ago it was reported here that when asked "what happened to Salazar" Elmer mentioned something to the effect that it was not enforceable. 

My question would be that if it wasn't, what was Elmer doing spending over eighty million dollars of shareholder money on a project without a valid contract? We have been in the wind ever since.
