"final version of report is being signed"

This is actually great news! I think his message was suppose to show a negative tone or pessimistic view but reading that one line in his post gives me hope and I thank him for reporting his talk with management. 

The excuses I got from the company in many exchanges was....no final report yet because it was not final....still needed more edits and changes, and this went on between the JV several times. No end in sight from my point of view.....

BUT NOW, we learn that the final report is ready to be signed. Let's see what comes of it and judge.
