Absolutely! Keep the value-add premium in our economy's procket while onshoring thus controling the entire supply chain for critical metals.   That's the new prime directive for governments and large companies these days.   

And with a smelter then, imo, it makes more than enough sense to fully connect rail to the golden triangle, further improving project economics by cutting out so much truck, trucker and fuel expensive from trucking concentrate down sketchy back-mountain roads and back and forth down dusty hi-ways to the ports on the coast.
