 if they really want to streamline the permitting they could possibly accept the years of environmental monitoring data at SC and not have to do 2 more years of additional monitoring. 

unfortunately that is not possible; previously, the environmental data was collcted quarterly at SC and for environmental permitting, data collected monthly for 24 consecutive months is required. As of January 2023 the monthly data collection has started.
