That's what Glencore does. Just a month ago Glencore offered $1.42 for Noranda Income Fund units which was rejected by all. Glencore then offered $1.98  which was accepted by institutional investors much to the disgust of retail investors, like me, who knew the actual value was in excess of $2.50. Ya win some, lose some.

It would, though, be nice to see Glencore go for the whole enchilada in Copper Fox Metals. Doubt if ES would play ball.
