Remember there is only one explaination for why a stock moves up or down. Considering for a transaction to occur there is a buyer and a seller; one says what is the underlying cause of SP direction? The only reasons would be:

1. If a stock is moving up in price, the the buyers are agressively buying the stock more then the seller are selling the stock.

2. If a stock is moving down in price, the the sellers are agressively selling the stock more then the buyers are buying the stock.

In either case, there are reasons for the behavior of the stock price and if you are long KRY and want positive price action, then for reason 1 to occur above the buyers needs to be in controll. Whenever news comes out that is positive the buyers agressively buy the stock moving it up. When the permit is issued (unless you are in the court it will not, then consider point 2 above which is the dark side of the market)....well...I think you know who will be in control and as for how far up the SP goes will depend on the buyers and how agressive they will be. I beleive it will be postive and then the buyers will be thinking about the next news which is the potential for KRY being taken out, which will have buyers continue to agressive in their purchases. Who knows where it could go. (if you are positive on the permit: really do not want to think about the other direction....)
