i agree they should'nt ship anything until after the permit. as far as construction goes many of the items on the list WILL be needed to begin any type of construction and many of the big items (i.e. sag/ball mill etc) are in parts and will need assembled. all the prelimanary construction (barracks/service facilities/security/airstrip/etc) is supposedly already done! so whats the hold up? i can see 6-8 weeks to set up shipping/delivery, but man....get the cats in there and start making an ore pile! 

fyi oldfool, i have shipped freight (big freight) to s.america, and know more than a  little about business in general. i think sometimes that business owners (me) and business managers/officers (hired help) often have a different sense of urgency.
