It makes absolute good business sense to not ship anything until after the permit. The politics of Venezuela is unpredictable, at best.
Regardless, it would seem that KRY execs would receive the first heads-up that they need to be readily available for a Ceremony (likely on Alo Presidente) where Chavez can officially bless the project as a good thing for the people of venezuela.
With the heads-up to management, some of the equipment would be readied for shipping and placed in cargo containers, etc. At least it should be, since the line has been to get this project moving as soon as possible.
