It would make sense that Hugo would want to be the one to announce, not only the KRY permit, but perhaps a slew of permits as part of his unveiling of the plans for the mining sector. My guess is that Ortega knows if this is his intent....if she is uncertain and doesn't want to step on the emperor's toes....it shouldn't be difficult for her cover her back. She could sign the permit and not make any announcement pending feedback on how Hugo wants to handle it.
