"THERE ARE NO NEW MINING LAWS PERIOD"

Permit me to be as dumb as a sack of hammers. Perhaps I did not get the terminology right so maybe no new mining laws but often on this board via comment and extracted articles one sees reference to "concessions" etc and the need to clean them up (or whatever). Am I to infer from your feedback that that concessions etc are no longer an issue in VZ? Or perhaps more to the point as has often been stated that KRY is the MODEL for change (again prior comments suggest this)?

I hope my question(s) is not too confusing.
