imo, This company is purely a bet on the permit.
The history has been one of constant "problems" with the day-to-day share price action and with "problems" surrounding the pricing and handling of the various financings. After I got my cost out, (thanks Kramer), I've chosen to just sit and wait.
Fung has been clear that he doesn't feel any obligation to the PPS as it affects the small shareholders. After ten years of this management approach, it's not going to change.
There are two approaches to this stock: 1. don't care what happens day-to-day and just bet on the permit; 2. day trade but be aware and accept that it won't be easy as many "extraneous" factors always seem to be in play.
